2 Phoenix Cops Fired And Arrested On Assault And Kidnapping Charges After Unreported Traffic Stop

Two Phoenix police officers have been terminated from their positions and arrested following allegations that they conducted an unreported traffic stop during which they allegedly assaulted two individuals, threatened them with a firearm, deployed a taser device, and unlawfully detained them. The arrests mark a rare instance of law enforcement officers facing criminal accountability for allegations of misconduct and violence.

Phoenix Police Chief Matt Giordano announced Saturday evening that former officers Antonio Felix and Luis Vasquez had been arrested on charges including aggravated assault and kidnapping. The decision to fire both officers and pursue criminal charges came after an investigation into an incident that occurred on August 5 around 11:30 p.m. in Phoenix.

According to police reports obtained by local news outlets, a man and woman reported being pulled over by a vehicle equipped with police lights and sirens. The victims told investigators that during the traffic stop, the two officers punched them while they remained in their vehicle, physically restrained them, and deployed a stun gun against them. The woman was allegedly handcuffed and forced face-down onto the ground during the encounter. At one point during the confrontation, one of the officers allegedly removed a handgun and threatened to shoot the man, counting to three while issuing the threat unless he exited the vehicle.

The man managed to escape the situation, returned to his car, and drove away from the scene. His vehicle subsequently broke down in Tempe, where he came into contact with a responding officer investigating the disabled vehicle. During this encounter, the man disclosed the allegations about the traffic stop. The woman reported that after the man's escape, the officers released her while allegedly warning her they knew her residential address.

The incident was initially unreported, meaning it was not properly documented through official police channels as a traffic stop or any other police action. This lack of documentation raised significant questions about the nature of the encounter and the officers' intentions. The discovery of the incident and subsequent investigation led to the criminal charges against Felix and Vasquez.

During their first court appearance on Saturday evening, a judge established a $100,000 secured appearance bond for each defendant. The conditions of their potential release include electronic monitoring. Both former officers are scheduled to appear in court again the following Friday for further proceedings.

The case represents an unusual development in a criminal justice system where officers charged with misconduct and violence often escape legal consequences or even job termination. The decision to pursue criminal charges against Felix and Vasquez stands in contrast to numerous other cases where police officers have avoided accountability for serious allegations. Earlier this year, Phoenix Police Department officers who fabricated a gang affiliation and falsely charged protesters with gang membership during 2020 protests faced no discipline despite the discovery of their actions years later, primarily because they had already retired.

The arrests of Felix and Vasquez demonstrate that accountability in policing remains possible, though such outcomes continue to represent exceptions rather than standard practice within law enforcement systems nationwide.
